IAEA Reporting Procedure to the UN Security Council with Particular Reference to the Iran Nuclear Case

چکیده [English]

The exceptional characteristics of Iran's nuclear case, in terms of compliance with the safeguards agreement, enforcement of IAEA's competencies, UN Security Council engagement with the case and the eventual agreement called JCPOA, continues to be the focus of scholars and commentators. Moreover, the continuation of the case and the current challenges for JCPOA, further mark the importance of examining the reporting procedure of the IAIA to the UN Security. Focusing on the period from beginning of the case up to reporting it to the Security Council, this article tends to review the basis of IAEA reporting to the Council with reliance on the documentary sources.

 

 

ویژگی استثنایی پروندۀ هسته‌ای ایران و تفاوت‌های آن با پنج مورد دیگر گزارش‌دهی آژانس بین‌المللی انرژی اتمی به شورای امنیت، از حیث اجرای مفاد موافقت‌نامۀ پادمان جامع و اعمال مجموعه‌ای از صلاحیت‌های آژانس بین‌المللی انرژی اتمی، ورود شورای امنیت به این پرونده و در نهایت توافقی که در اصطلاح برجام خوانده می‌شود، همچنان مورد توجه نویسندگان و صاحب‌نظران است. علاوه‌بر این، تداوم پروندۀ هسته‌ای و چالش‌های جاری در بحث برجام بر اهمیت تحلیل و ارزیابی صحیح هریک از مراحل طی‌شده و بهره‌گیری از آن برای طراحی گام‌های بعدی می‌افزاید. مقالۀ حاضر درصدد است تا با تمرکز بر مقطع آغاز پروندۀ هسته‌ای ایران تا گزارش آن به شورای امنیت، مبانی گزارش‌دهی شورای حکام به شورای امنیت را با تکیه بر اسناد بررسی کند.
